Global HL Rules
The Global Rules are our essential rules for all areas and therefore are the most important set of rules in the HL.

  The following rules should make the league easier for you. The priority in each online league is to have fun with E-Sports. But keep the rules in mind. Different games and nationalities are coming together. We have to tolerate each community of course.
 
§ 1 Netiquette #1 - 20.09.2006 22:36
  We don’t expect a genuflection when you are facing a staff-member, just a little kindness - equally with other league members. Who’s not able to be polite should not to be surprised if others don’t pay attention to you. Abusive behaviour during the game, no matter if it's an official ECL match or not can have consequences as well.
 
§ 2 Multi/ Fake Accounts #2 - 25.08.2006 09:18
  You may only create a single user account within the ECL. A participation in one ladder with multiple teams is therefore not possible.
 
§ 3 Clan-Management/Participation in Leagues #3 - 02.03.2008 19:24
  1 ) Join a league
  To join a league you have to have at least the default amount of players registered as team members. Player names in the info field are irrelevant. Other players such as “Ringer” with Fake nicks are not allowed and may not play in wars! Each player in the team has to be added 5 days in the team info before he or she could play in the HL. During this time the players have the status "New".

Exceptional case: In 72 hours after the registry of a new team with all players you can challenge another clan. For those players, the 5 day game block will be cancelled.
  2 ) Leaving a PL during the season
  Should a participant of one of the Premier Leagues have to quit during a season all of his matches - even those already played - are rated Default Loss.
If the season began shortly before the admins might swap this participant against another from the waiting list. This new participant then takes over all past match results.
 
§ 4 Matches #4 - 22.03.2008 09:18
  1 ) Allowed Players
  Each clan should take a look in the team details from the other clan before the match is going to start, to see, if all players are allowed to play in this war! Allowed is everyone who does not have the status "New" or "Pending" and who has entered required GUIDs. More on GUIDs can be found in the Game Rules. In case your opponent uses a new player and it is proofen after the match his team gets a warning and the match will be rated as default.
Complaints can be submitted within 24 hours after the match
  2 ) Not signd players
  If a player is not allowed to participate you have to mention this to the opponent in order to have him exchange the player. Should the opponent try to trick you and have the same guy rejoin with a different nickname the match is rated with default win for you. Complaints can be submitted within 24 hours after the match
  3 ) Playerchange/Serverleave
  If during a war other players must be used or a player leaves the server a short time, Another statusscreen has to be taken to prevent nickfacking etc. A screenshot of the teamprofile on which the memberlist can be seen has also be taken. Resulting complaints must contain the match ID and the user ID. THe screenshot can be uploaded within the matchdetails. Complaints can be submitted to an Admin whether before the match starts or within 24 hours after official beginning of match.
  4 ) Players count
  If a team is short by one player the match may be played as usual. If both teams are missing players the match has to be rescheduled. Both teams have to agree on the new match date in the match comments. If one team is short by more than one player and the other team is complete the match is rated as if the opponent did not show up.
  5 ) Maps
  You can only choose those maps from the current map-pool.
In leagues in which only one map per match is played the challenged person may choose. Else both may choose a map.

If you can't agree on whose map is played first you got to play the map of the Challenged (is listed on the right side in the match details) first. On the map of the Challenged the Challenger chooses sides and vice versa.
  6 ) Screenshots
  Screenshots of the score board and - if the game provides it - of the GUID table have to be taken of every Map/Round. The GUID shot is only necessary once.
All screenshots must be uploaded to the HL website in a time span of 24 hours, starting with the match start date. If there are no Screenshots uploaded the HL has the right to cancel the match.

All files have to be stored for 2 weeks!
  7 ) Edit of screenshots
  It is not allowed to trim screenshots to focus on a specific detail like playerstats. You also may not resize the resolution of the image. It is only allowed to convert them to JPEGs but you have to make sure that the quality of the image does not go down.
  8 ) Replays
  All players have to record demos for each round. The party that hosts the server is responsible for a server-side-demo if requested and can be charged if the file is missing.

Everyone can ask for replay files of his opponent within 1 hour after the match ended. Only request those files if you really think somebody might have cheated. You can only request 2 replays of each player of the other team per match.
The player has to upload the requested files on the HL server as soon as possible - at the latest 48 hours after the match began.

All files have to be stored for 2 weeks!
  9 ) How to request replays
  If you request replays you have to keep some guidlines. You have to request replays by asking over the matchcomments before 1 hour after entering the result. The request preferably has to look like these examples:

Bsp. CS: "Replay of TheSpook|hl (4953) de_dust T"
Bsp. CS: "Replay of Smirni|hl de_prodigy CT"
Bsp. WC3: "Replay of b3aSt (25829) Echo Isles"

Important: For an outsider the replayrequest has to look clearly. You must see, wich replays from wich player are required. If you can´t see, from wich player replays were required, the request is invalid. The designation of UserID (or GUID) like you see in the examples isn´t obligatory, but it is strongly recommended, to eliminate any mistake.
  10 ) Replaycheck by admins
  If demos shall be checked by an admin you have to write a timetable and hand it to the admin. In this timetable you have make clear at what time (as exact as made possible by the game) one can see cheats/ fouls.
  11 ) Ingame pause
  A War may not be paused unless both sides agree to do so.
A scripted pause must be explicitely agreed on by both parties.
  12 ) Deciding on a gameserver
  In case you cant agree on one server for a match your own map has to be played on your server while the other map will be played on your opponent's server.
  13 ) Serversettings
  The team which controls the server has to guarantee that the correct server settings are loaded.
  14 ) Change serversettings during the match
  To change the serversettings during the match is not allowed. You have to advise the serveradmin if settings were changed during the match. May take a screenshot of this.
 
§ 5 Time-limits #5 - 20.09.2006 23:15
  1 ) Match
  The match has to start at the latest 15 minutes after the scheduled wartime. Between the maps or side-switches the teams have 5 minutes at max to rejoin. Both player/teams can agree to stretch the pausetime.

If an player/team isn´t on the server during 15 minutes after matchstart the match will be an default-win for the player/team, who/wich is waiting.
  2 ) Challenges/Results
  You have 7 days to reply to a challenge else the script cancels the challenge automatically. After the match you have 24 hours to confirm the scores. After this time our script confirms the score automatically.
  3 ) Complaints
  Complaints must be submitted, with exception under §4.1 and §4.2 of the described cases, within 7 days from planned beginning with this match.

To these points Bonus Points are added! Bonus Points are calculated by the rank difference of the opponents. For this calculation only the ranks the parties had at the time the match was first challenged (not the time of acception) is important.
ATTENTION: Bonus Points are only given for normally ended matches (status "Finished")

-3 <= b <= 3 (b cannot be less than -3 or greater than +3)

Final Points
P = B + D / 4
bzw. P = B + b

Legende: P=Final Points, B=Basic Points, b=Bonus Points, D=Rank Difference

Rules of the thumb
-If the opponent has a higher rank you can get positive Bonus Points
-If the opponent has a lower rank you can get negative Bonus Points
-Bonus Points are never less than -3 and never greater than +3.

§ 7 Match Observers #7 - 22.03.2008 09:19
  1 ) Spectator
  To each play an observer (Spectator) can be consulted, as a neutral observer. With the requirement of an observer both parties recognize the neutrality and the decisions from the observer. In the case of a problem the responsible Admin judges the happening on the basis of the observers statement (observer and Admin naturally also can be one person). Observers can be requested in the head IRC Channel #heavenleague or in the Game Channel. Unfortunately at short term requirements often cannot be worked on, that is why we ask you to make an agreement with an observer a few days before the match. The observer has the right to lead the game and to regulate smaller discrepancies. For this purpose the current Admin password for the server must be handed out to this person.
  2 ) Observers
  Any other observers, which do not belong to the HL Staff, are forbidden.
  3 ) Spectation without agreement
  Admins may spectate matches on their own initiative even if the participating teams rather played without a spectator.
 
§ 8 Cheats, Tools, Mapbugs #8 - 02.03.2008 20:00
  1 ) Forbidden
  In the HL, all kinds of Cheats or Hacks are forbidden. This contains any changes of play files (glow skins, etc.) and supplementary product lines (Aim-bots, wallhacks, etc.) or drivers which provide an unfair competition advantage for the player.
  2 ) Allowed
  Allowed are supplementary product lines like "Game Voice" “Team Speak” or "Ventrilo", which are used only and alone to improve communication within the team.
  3 ) Bugs
  Generally forbidden is using Map bugs. Everything which the following criteria fulfil will be seen as a Map bug:
• Involves hiding in the background
• Involves jumping/going thru objects/walls/ceilings
• Makes it impossible to see or hit you
 
§ 9 Evidence #9 - 22.03.2008 09:19
  1 ) Forbidden evidence
  In the controversy, all the same which it concerns, text files are useless as proofs, because you can amend them easily. Such files for example can be server - or IRC Logs. These files can take only as basis for an administrative decision, if they come from an Admin. In principle the report of the observer will be a safe evidence, screenshots or demos. With Screenshots should be paid attention not to describe them or cut parts off, because this could point on manipulation.
  2 ) Arrangement by IRC/Matchcomments
  Arrangements between the parties should be done before beginning of match in the IRC Channel #heavenleague. The HL owner Eggdrops are logging this Channel so Admins can find a voucher over those agreements till 23:30 o'clock on the following day (afterwards the log files are overwritten!). It would be good to post the map ID at the beginning, it facilitates our work.
 
§ 10 Penalties #10 - 02.03.2008 20:01
  1 ) Breaking rules
  Each Admin can express a caution for any kinds of rule breaking against each individual players and against an entire team. Beyond that involved matches can be rated as default Loss. Cautions are noted in the Blacklist and they will be also shown in the user -/team profile.
With the third incident the participant is excluded temporarily from the HL.
  2 ) Cheating
  Each Player who is identified without a doubt as a cheater during a non-HL-match will be banned for the current and the following season in the HL in all games/leagues.

Getting caught within an HL match results in a permanent ban.

Should multiple players of a team or clan get caught cheating within just a few weeks the team or the entire clan gets kicked as well.
 
§ 11 Match Broadcasting / Live Streams #11 - 02.03.2008 20:02
  All rights on broadcasting for HL matches are reserved for the European Cyber League. This includes all kinds of broadcasting, e.g. UTV, IRC Bots, Shoutcast-Streams, HLTV. Should a match be played on a server that is not under the control of HL Admins you must make sure that there are enough free slots for such broadcasting clients. Should this be impossible an HL gameserver must be used.
In individual cases the right to broadcast can be given to third parties, means partners or the participants of the match. This must be discussed with the HL management in advance.
 
§ 12 Change of rules #12 - 02.03.2008 20:10
  Admins may temporarily set different rules and at all time they may change the rules officially. Changes are announced in the news. Admins may change the rules if necessary for a fair solution.
